Mr. Ciampaglio is a 23-year Veteran of the U.S. Coast Guard where he focused on Maritime Operations, Training and Education, and Balanced Scorecard Strategic Planning. He brings more than 40 years of service and achievement in challenging military and private-sector business leadership positions. Mr. Ciampaglio is a service-disabled Veteran with a Post Graduate Diploma in Strategy Management from the University of Oxford, UK, a Masters of Public Policy and Management from Carnegie Mellon and is former Adjunct professor at The George Washington University and Associate Professor at the Coast Guard Academy (2001 Instructor of the Year). He has facilitated strategy development for VHA (Under Secretary), VA VISN 5, U.S. Army, U.S. Coast Guard, U.S. Army Corps of Engineers, The Surgeon General of the Army, National Institutes of Health, DHA’s Hearing Center of Excellence, numerous commercial firms, and Colleges and Universities. In 2011 he was named Virginia’s Small Businessman of the Year. He is the owner and President of Pharos Group, Inc. a Service-Disabled Veteran-Owned Small Business (SDVOSB) that he has grown from the ground up. While on active duty, Mr. Ciampaglio was the Operations Officer at Sector Key West, he supervised 10 Cutters, 3 Stations, and 600 people in round-the-clock operations including Search and Rescue, Alien Migrant Interdiction Operations, Counter Narcotics, Living Resources, Infrastructure Protection, Homeland Security, and others in the CG’s most visible/demanding area of responsibility. He managed five evacuations of 600 Coast Guard Active Duty personnel and their dependents during seven hurricanes, coordinating with Federal, State, and local entities for safe evacuation/return of civilians and rescues of people in distress. He commanded the first overseas 110’ mixed gender crew Cutter and successfully completed 40+ Law Enforcement/Search and Rescue missions. He was named U.S. Coast Guard District 14 Officer of the Year 1998.
Mr. Sudbeck has over 42 years of helicopter flight, aviation operational planning, Strategic Planning, Concept Writing, CONOPS Writing / Coordination, Experiment Design, Scenario Development, Strategic Communications Plans, Logistics Integration, Doctrine Writing, and Requirements Generation (EFDS and JCIDS). He has served as an instructor and author at the MAGTF Staff Training Program Center. He deployed for exercises to all three MEF headquarters as well as exercises with Marine Forces Command in Hawaii. Mr. Sudbeck authored Marine Corps Warfighting Publication 5-1, the Marine Corps Planning Process and produced the first author’s draft of Marine Corps Doctrinal Publication 1-0, Marine Corps Operations. Mr. Sudbeck’s experience with aviation operations, Marine Corps Service Operations, Joint Service Operations, as well as training members of the Joint Staff and other Service staffs on planning military operations assisted him in providing insights and expertise to many areas of DOD. Finally, Mr. Sudbeck has authored, designed, and developed, multiple campaign plans and campaign-level planning efforts for other agencies within the Federal government. These efforts resulted in an understanding of the need for organizations to capture and publish the means for transitioning from a vision to measurable activities in order to ensure priorities are matched to resources in the proper sequence and timing.
